📝 How to Apply for the FEMA Nonprofit Security Grant Program (NSGP)
Step 1 – Confirm Eligibility

Your organization must be a 501(c)(3) nonprofit (church, synagogue, mosque, or community center).

The facility must be at risk of a terrorist or extremist attack.
Step 2 – Prepare a Risk Assessment

Conduct a threat & vulnerability assessment (required).

This outlines security gaps and helps justify your request.
Step 3 – Complete the Investment Justification (IJ)

This is the main application form provided by FEMA.

Clearly explain your risks, security needs, and how grant funds will be used.
Step 4 – Apply Through Your State Administrative Agency (SAA)

Applications are not submitted directly to FEMA.

Each state has an SAA office that collects and forwards applications.

Step 5 – Submit Before the Deadline

Deadlines vary each year (usually in spring/early summer).

Late submissions are not accepted.
Step 6 – Review & Award

FEMA reviews all applications and makes funding decisions.

If awarded, funds are distributed through your state’s SAA.
Step 7 – Implementation & Reporting

Funds may be used for security equipment (cameras, access control, barriers, lighting, training).

Projects must follow federal procurement rules and reporting requirements.
NSGP Funding Totals for Houses of Worship

Total NSGP funding: $454.5 million, which includes:

$227.25 million allocated to Urban Area (UASI) programs

$227.25 million allocated to State (S) programs

This amount includes $180 million from the National Security Supplemental—also known as the Israel Security Supplemental Appropriations Act, 2024.

As of August 2025, DHS announced the awarding of $110 million to over 600 faith-based organizations under the NSGP, as part of distributing the supplemental National Security funds, with the first tranche having targeted Jewish institutions in June 2025.
